Is Congress planning to steal the election via the 14th Amendment?

If this video is real it appears Democrat Congressman Jamie Raskin of Maryland is in collusion with others in Congress to steal the 2024 election by trying to use the 14th Amendment to the Constitution. Raskin makes no mention of certain legal concepts like due process. He doesn’t seem to care either. If this is real he should be removed from office for violating his oath to protect and defend the Constitution.
